Question re: Condo Conversion/Renter Buyout

My building, a 100 year-old rental has been purchased with plans for condo conversion. There are six of us RS/RC tenants left (out of 34 units), all others were kicked out. We've been living in demolition/construction hell. The initial 6-month period is over since the Red Herring/Prospectus was filed, and I'm just wondering - Is the owner legally free to make tenants a buyout offer now, or does he still have to wait for the Attorney General to approve(black book, etc.) the plan to make offers? We're just curious, because we can't believe they want to keep us here, but all's been quiet so far. Many thanks to ANYONE who answers this!
