new condo contract

Hi all, I am about to sign a contract for a condominium in Brooklyn, NY and it states in the contract that "if the plan does not become effective within 12 months from the day of presentation, this agreement shall be deemed canceled....." What exactly is the day of presentation? Is it the day when I sign the contract? What documents does the seller need to file for the plan to become effective? Thank you
