Previous NJ realtor wants to become a NY realtor

Hi everyone. My objective is to become a NY real estate salesperson. I was a licensed NJ realtor from 2006-2009, I took the 75 hours of coursework, passed the school and state exam, etc. I became inactive and my NJ RE licensed expired from 2009-2014. Must I retake the 75 hour course load at a NY RE school? The Dept. of state doesn't seem to know the rule i.e. the rep. told me to obtain my previous RE school transcript and a description of coursework along with a letter asking for a waiver, then mail it to the Dept. of state.
