Elecrician recommendation for a job on UWS

We have a bunch of electrician tasks we need done -- installying new electrical outlets, changing some existing to heavy load, installing overhead lights. Is it standard to charge an "estimate fee" or are there people that come recommended that don't charge a fee? We received an estimate of $3600-6000, quite a range. When we asked for him to itemize it, we were told that if he did that then he would "have" to charge us an estimate fee. Seems odd to me. Thanks for any good advice.
