Kitchen in apartment moved underneath my bed

Hi, the new owners of the apartment underneath me are moving the kitchen from the rear into the middle of the studio apartment, right underneath my bed, and about 18 feet away from the nearest windows, without even a provision for exhaust, and without a building permit. From what I can see on NY city's DOB web site, a permit would be required. Beyond that, is it even permissible to move a kitchen outside of it's line? Any input would be appreciated
