Difficult Owner

This apartment was available as a pet friendly building and we put an application down asap. My fiancé and I both have excellent credit and incomes and were told that everything was going to go through for the apartment and would sign in the following days. The owner of the building ignored phone calls, email and texts for 5 days and stated that he no longer thought he wanted dogs in the apartment. We provided 4 letters of reference and said that we would pay extra for the dogs (5 pounds and 10 pounds), he then stated that the answer was definitely no. This was after 5 days of ignoring calls and texts and being very difficult to work with. Good luck to any one trying to live here, the apartment is good but the owner seems incompetent.
