2 tenants in 1 building want to live together

Is it illegal to allow to 2 tenants in different units to combine leases by moving into the larger of the two units? We were told we could add any months left on my studio to his 2 bedroom, but now they are saying that is illegal. Curious to know if that is true - can't find anything online. Thanks!
