Summer Rentals - Who Does the Broker Represent?

In the summer rental market, when an owner hires a broker, who does that broker represent? If another broker (the tenant's broker) sources the tenant, does the owner's broker receive any type of fee? If no, doesn't that incentivize the owner's broker to marginalize any potential tenant that is not sourced by the owner's broker or the owner's broker's firm? Help!

Does the renter or the owner have to pay the broker fee? What % does the broker usually charge?

They split the fee in the first case. Sometimes brokers will cut their fees to get a deal done. At the end of the day though brokers make very little on rentals and they are a ton of footwork- I'm not a broker- . Brokers fees are not the added fee when you are renting seasonally, what you have to take into consideration are the added cost of pool, lawn mowing, electric, cable etc- which depending on the size of the house usually runs an additional 3k.
