What are the costs per/sq ft for decking a balcony? Does anyone have any contacts of people who would be able to do this?

It varies depending on materials. Do you mean a terrace or a balcony on the side of a building. However, I think the best you can do is to approach a contractor and then go to home depot or lowes to compare prices on materials. However, you might find out that sometimes, contractor's price is lower due to inside trade discounts.

We do get discounts almost everywhere except Home Depot and Lowes.

On a raw roof the big issues are drainage, protecting the membrane, and creating a level surface upon which to build.

Take a look at Bison deck supports. I was quoted something in the neighborhood of 15/sqft for ipe. Trex is fine for a back yard installation and even then I would favor good cedar or redwood. Old trex tends to sag and start looking like old faded plastic. Real wood will age far better IMO. Concrete tile on Bison supports would be slick. If you have a concrete balcony and don't require the deck supports then there are plenty of wooden tile solutions out there that fasten together without much fuss. Google wood deck tiles.

If you're a do-it-yourselfer, take a look at Vifah. I installed their teak tiles myself on my balcony and it looks great. Total cost for a ~72 sf balcony was about $400 all-in.
