G&T program - how are the teachers selected?

Is there anything special about the teachers in the G&T program? What is the selection criteria for being a teacher in the G&T program? Is it mostly the same teachers every year? Is there a standard course material that the G&T program go by?

Here's info on the key qualifications. Note that many teachers who are G&T-qualified still teach GenEd.

"Gifted and Talented Extension Certificate

"A teacher must go through an approved G&T program and take 12 credits of coursework and pass the CST;
Online courses must be connected to approved programs and registered through SED to be acceptable. Continuing Education courses are not accepted. Consult New York State Education Department (SED) Web site for further information.

"The CST – Content Specialty Test

"The Content Specialty Test seeks to test a teacher’s knowledge about many aspects of Gifted Education.Outline:
- Understanding Students with Gifts & Talents
- Assessment & Evaluation of Students with Gifts & Talents
- Promoting Student Development & Learning
- Working in the Professional Environment
- Promoting Student Learning & Development: Constructed Response Assignment

"The Gifted Education Test Framework is available on the SED website. You can access the framework to see what types of questions will be asked on the state exam.

I have heard that the teachers at a popular G&T on the UWS alternate between gen-ed and G&T (i.e. G&T teachers sometimes teach the gen-ed stream).

district G&T is the same curriculum as the regular Gen Ed. the citywides are more accelerated. I've been told that many schools will put the best teachers in the problem classes, not the g&t classes.
