Upper Carnegie Hill is East Harlem.
It's similar to "Uppa U Ass" (said with an italian accent) is the northan part of the united states

It's not a "new" neighborhood; it's EAST HARLEM.

Unofficially renaming it doesn't make it "new".

I think "Upper Carnegie Hill" exists, but it's the northern part of Carnegie Hill, not a separate neighborhood. The upper boundary is probably just above 98th Street on Fifth Avenue. 1165 and 1170 Fifth are most definitely Carnegie Hill, not East Harlem. I'd put the southern boundary around 91st, though that's arbitrary.

The half-mile above 1170 Fifth Avenue is so dominated by the hospital that it might as well be called Klingenstein Heights. "Mr. Sinai Hill" seems kind of redundant.

What's that huge building near completion on 103rd just above Mount Sinai? I've been witnessing its construction for the past year.

Harlembuyer - that huge building on 102nd is a rental tower apparently owned by Mount Sinai Hospital. Not much details beyond that.

As regards the neighborhood - a lot is discussed in the threads on 1200, 1212 and 1280 fifth avenue - I used to live in this part of East Harlem and found it okay. Close to the Park its like one is still below 96th but on Madison side its like another world.

I don't think "Upper Carnegie Hill" was created by brokers; at this stage it does not appear as a neighborhood in any broker databases. The only place I have seen this referenced is Streeteasy.
