Balcony childproofing

I have a balcony with a rounded low brick wall and a low railing above it. I want to childproof the balcony itself because my 3 year old could easily climb it. (I do have a childproof lock on the balcony door as well.). I don't want anything opaque that obscurs light. Any suggestions what I could have done? I am thinking plexiglass held in like a shower door hinge that's screwed into the brick? Any vendor recommendations? Do I have to get approval from the Dept of Buildings for something so minor? I'm in Manhattan.

Just ziptie some plastic to the rails. For my stairs... I attached sheets of plastic with a wood frame and zip ties. 4x8 Sheets of plastic are about $65 each and can be cut with a basic jigsaw.

I have seen this done with plexiglass, but on low-floor apartments. When you go higher the wind gusts can be very strong. We used bamboo - light and cheap, and although it blocked some of view/light, it was safe.

BTW: Don't use plastic ties outside. They dry and break with time and can be dangerous. If you are going to tie anything to the rail, better us wire tie.
