Because the board/owners there don't like dogs. I would say it wouldn't affect prices much though. It might be a dealbreaker for some people who have dogs, but it makes it more attractive for non dog owners since they won't have to deal with barking dogs in the building. Though I think allowing dogs but reserving the right to evict pets also works, so if your dog barks a lot or has an accident in a common space the board has the right to force you to get rid of the dog.
