Discussion about
I'm looking to purchase a pre construction condo in Harlem or Brooklyn. Any suggestions where I should begin my search?

Quite a risky endeavor- make sure you understand the risks before proceeding. That said, why not check with filings with the city- http://a810-bisweb.nyc.gov/bisweb/my_community.jsp. The building on my block link is actually more like building in my neighborhood in reality.

Also check the major neighborhood blogs such as Harlem Bespoke. I often see status updates on new or proposed buildings in Harlem written up in Harlem Bespoke.

A very Happy New year 2016 and may we all have peace on earth!!
It would be a good idea to hire a real estate agent. After all, at no cost to you, you can you will be able to use their expertise in deciding where and how you should start. I am an agent myself and i do help a few clients buying New construction. You have to start by finding out how much you can afford and that usually dictates what location you can buy. I'm not sure if there is anything similar available for Harlem.
