I'm looking to purchase a pre construction condo in Harlem or Brooklyn. Any suggestions where I should begin my search?
Quite a risky endeavor- make sure you understand the risks before proceeding. That said, why not check with filings with the city- http://a810-bisweb.nyc.gov/bisweb/my_community.jsp. The building on my block link is actually more like building in my neighborhood in reality.
Also check the major neighborhood blogs such as Harlem Bespoke. I often see status updates on new or proposed buildings in Harlem written up in Harlem Bespoke.

It would be a good idea to hire a real estate agent. After all, at no cost to you, you can you will be able to use their expertise in deciding where and how you should start. I am an agent myself and i do help a few clients buying New construction. You have to start by finding out how much you can afford and that usually dictates what location you can buy.
