POA to building? re:126 Sterling

So over at 126 Sterling PL The latest apartment sold for a pretty penny (particularly when you look at the reno,) but it sold to a person from Hong Kong who gave power of attorney to a person who lives at 122 Sterling, and then right after it was sold POA was given to the board of 126 sterling... I am really confused. Can anyone shed light on why that might be the case? Thanks

Anyone buying a condo has to give a power of attorney to the condo board, so the board can act on the owner's behalf.

The buyer gave a power of attorney to a relative (they've both used 122 as an address) to close the sale.
