Toren scaffolding is NEVER coming down?

Not much information available anywhere on this issue, but being a resident in the neighborhood, this scaffolding has been an eyesore that's been around ever since some windows fell off the building during a storm. That must've been 3-4 yrs ago and it seems the situation will never get resolved. Guessing that it's cheaper to keep the scaffolding there forever vs. actually addressing the real problem with the windows? Any thoughts?

Have a similar situation near me at 210 7th ave. This article is from 2012 and still today, scaffolding hasnt changed and will eventually fall on someone.

Urban legend is the owner is uber wealthy and after the loss of his love went off the deep end and disappeared.

Chelsea Hotel has had their scaffolding up since around 2011 as well.
