Adivce on small banks or credit unions for refi?

I want to refinance my coop apartment. Has anyone gotten a good rate on a 7/1 ARM lately, maybe through a small lender rather than a big bank (I got rates from Citi and Wells, which are around 3...)

I would try Sunny Hong at Citizen bank. They move a lot faster than the big banks and I think they tend to have better rates
