I think it's relevant in that there are so many rentals because Milstein stopped selling and started renting their vacant units.

If Milstein were going to put the rental units on the market now he'd most likely have to invest in renovations first to have any hope of competing.

I agree. But to some extent it's a Murphy's law/Be careful what you wish for kind of thing: by preventing Milstien from "dumping" units back then what do you end up with?
