You do realize that New York housing laws are EXTREMELY in favor the tenants right? There are no laws that require you to have carpeting. Even if you don't have any carpeting there is ABSOLUTELY NOTHING the landlord can do about it unless you are causing a significant amount of disturbances. The reason many if not all buildings don't enforce the carpeting rule is because there is nothing to enforce. If the landlord takes this to court the judge will laugh at him/her (unless of course you are causing disturbances to your neighbors.

The Rent Stabilization Rider is mandated and can not be changed by Landlords or Tenants which fall under the Rent Stabilization Guidelines. Paragraph 20 (House Rules) section p states:
"p.
Carpeting.
The floors in the Apartment shall be covered with
sufficient insulated floor coverings so as to insulate against the
transmission of sound from the Apartment to another apartment in the
Building. The Tenant shall carpet the Apartment with at least 80% of
the floor space of each room of the Apartment covered, except in the
kitchen, pantry, and bathrooms. In the event the Tenant uses wall to
wall carpeting, the tacking strip shall be glued and not nailed to the
floor. Wall to wall carpeting shall only be installed with water soluble
adhesive or no adhesive or with other products that shall not damage
the underlying flooring in any way. Tenant shall be responsible for any
damage to the flooring caused by any carpet installation."
