Is mortgage interest deductible for NY state/city taxes? Does it count towards the $10k SALT deduction cap?

I believe the answers are yes and no -- I think the intention of the Federal law is to allow married couples filing jointly deductibility on $1 million of mortgage interest, and then you'd also, as homeowners, get to deduct $10K of real estate taxes. Further, each of those deductions should roll through to your state income taxes.
HOWEVER (however #1) I am not a tax professional and HOWEVER (however #2) even tax professionals don't have the guidance they need yet from the Federal government -- as of this writing in June 2018, form 530, which provides instructions for homeowners, didn't look like it had been updated to reflect the newest tax bill. So consult your tax professional when he/she has new guidance from the IRS, likely later this year.

Most people do not itemize NYS/NYC deductions. If you do not itemize, mortgage interest is not deductible for NYS/NYC taxes. Neither are real estate taxes. You should look through your previous year IT201 to find the answer for yourself. Try to find a line where you can enter the deductions in question. Whole debate about SALT and mortgage tax is only relevant to Federal Taxes.
