45 e. 74th street -- is the seller nuts?

Discussion about
this sold for $7.75mm in 2007. After buyers gutted it and won approval for plans to renovate, they sold for $10mm closing in January 2009. That contract was signed in July 2008, BEFORE the market crash. Now the seller, an Italian media-type, lists it for $13mm. My hunch is it sells for less than the 2006 $7.75mm. What do you think?

Italian media-type thinks he can claim the house is "made in Italy" and hence sell for a premium?
