You would be surpirsed at how expensive surveys show many third world and middle class country big cities even when they DO include rent. I don't know about Ccaracass per se, but plenty of cities would shock any new expat.

yes, caracas never was a cheap city, and there is a general wage and price parity for all capital cities, they just move relative to each other.
