How do you value, based on the condition of the property? I viewed this open house today:http://www.streeteasy.com/nyc/sale/391078-coop-363-east-76th-street-upper-east-side-new-york Nice property but extreamly tired. A handy man fixer-upper with no horrendous obvious falts? It needs a new everything but, not this exact second. How do I calculate this factor in?

Figure out the cost of the changes you want to make & add that to your budget. If the cost of your changes was $500K, then I'd ballpark the budget (purchase + improvements) at $1,599,000.

Some people might not want to make any changes, so they'd never incur those costs.
