Coop basement inspection

I am in the process of buying a coop in Brooklyn. It is a large,old (pre-war) building with about 60 units. The coop has a policy of not allowing for basement inspections by buyer's inspector. Is this normal? It seems like it would be standard to be able to get into the basement. Although, there are no common areas down there such as the laundry room (it's on the first floor) thanks for your help
