I am wondering what rights a potential tenant has regarding a management company offering a rental concession on units in the building only to new residents - when the website listings all clearly state the NET effective rent is for "all new applications received by 11/15/2015" Is there a state or city agency to legally mandate they offer me this concession if I am looking to upsize from a 1BDR to a 2BDr in the building?
