All renovations requiring EPA certificate?!

Can anyone share insight about this new federal requirement for ALL renovators to be EPA certified for lead paint for ALL renovations?! http://www.newyork.bbb.org/article/new-epa-rules-on-lead-based-paint-requires-certification-and-training-by-april-22-18621 Hard to believe that the neighborhood handyman will have to take a class and pay a fee to avoid a huge fine of $30K+ a day just for repainting a door! This is a shake down!!!

It's our usual over-reaction. A few kids eat paint chips -- contending for Darwin Awards -- so everybody has to go through a big rigamarole.

Or asbestos.

Or Local Law 11. One person gets hit by a piece of building chipping off, so we all live with sidewalk bridges everywhere and pay for inspections every few years.

The next biggie will be bedbugs. One bite to somebody way down the hall, and the whole floor goes into upheaval.

I had to take the 8 hour class and test and now that I have a 3 year old I am glad I did take it. It is not a shakedown as the handyman does not have to take the class just to paint a door. This new law is designed for a construction project. If you disturb a wall that has lead paint it will become airborne. If there is no demo involved I would not worry about it. You can be fined up to 34k a day but the chances are pretty small, they also are not making a big deal if there is lead paint, it is so we contain it which isnt that bad
