What to make of DOB/BEC open applications?

As part of due diligence on building we are interested in, I went on DOB website to check out the building's profile. I was surprised to see very few permits have ever been filed in this building of 60 units, but the part that is more puzzling is that virtually all of the BEC applications appearing read either "awaiting inspection" or "objection" (with inspection comments detailing deficiencies). Some of these go back 20 years. What, if anything, should I make of this? Does the BEC ever follow up on jobs? Is there no fine for completely ignoring BEC objections?

PS - The reason I am surprised by the dearth of permits for the building as a whole is that it was built in the 20's. There has to have been more work done in the building than what is showing on DOB website. I don't think any improper work was done in unit in which we are interested (estate condition), with the potential exception of unpermitted electric work. We would be gut renovating and would have to do some electric work for sure, which is why my question above is focused on BEC.

One more thing: I am not looking for legal opinion here (I am already paying our lawyer for that). What I am seeking here is factual background as to how things work in the city from electricians/contractors/owners with BEC permit and inspection experience.

Well then----you should call a DOB expediter and get your info from an expert, not an anonymous person on a chat board.

BTW an electrical (Bureau of Electrical Control, BEC) problem is only part of what could go wrong, and often the cheapest part to fix. Don't forget plumbing and structural issues. An expediter is usually a licensed engineer who is an expert on NYC building codes--and I do mean expert.

I had an ECB violation question a few years ago, I called an expediter and sent her some money for the excellent research she did for me (she didn't ask for any payment, as it was over the phone consulting and review of docs, but she definitely earned a fee).

If you want a good expediter just search discussions on SE, and please treat 'em right.

I think you'll be told that if nobody knows, nobody cares. And everything is peachy keen so long as nothing goes wrong and no one finds out. And the building as a whole might have skin in that game (just ask your atty).
