Yikes! "A bipartisan group of city lawmakers is pushing Albany to approve tweaks to the state tax laws that would allow them to hit new home buyers with tax bills based on the actual market prices of their properties. The coalition of 13 Republican and Democratic city council members says that taxes would not go up for existing owners. New York’s famously opaque property tax system offers big breaks to new home buyers by taxing them at assessed values that are often millions of dollars less than the market price. The new resolution calls on state lawmakers to change the tax law to require new home buyers to pay property taxes on the market rate instead of the heavily discounted assessed value." https://nypost.com/2019/12/25/city-lawmakers-want-to-impose-gentrification-tax/ [less]
This a textbook case of short-sighted thinking, and why stupidity can be bipartisan. Did none of the 13 city council members ever think about what would happen to the prices for properties if new buyers knew that they were going to get hit with a massive tax liability? Hint: this won't be good for prices.
Yes, a significant downturn would certainly have an impact on the overall tax base of NYC. How about more efficient government spending?
This isn't going to happen. First, it CAN'T happen for Cops & Condos, just houses. Second, it goes counter to how the whole system is set up. But let's be clear about why we are seeing this:
The Mayor and City Council President set up an Advisory Commission on Property Tax Reform in 2018 which was supposed to deliver its recommendations by now so they could go before State legislators in the upcoming 2020 session. But we have seen nothing. So another year will pass without any discussion on Real Estate Tax reform and you can blame DeBlasio and Johnson's foot dragging. This proposal is a shot across their bow by these members saying they have had enough of the delays.
