this should help sellers of existing condos and co-ops now that buyers can no longer buy new construction.

It should also help renters interested in high-end apartments.

Why buy when high-end apartments are offered at increasingly attractive price points due to burgeoning supply coming on stream?

You would have to get a steep discount to buy into any non-fully-occupied new condo development now to compensate for the risk of the developer going under or enough neighbors (half of whom didn't want to close) defaulting on the maintenance, putting the onus on solvent occupants.

in addition to this article, there are other new guidelines not discussed

any building with more than 20% commercial space no longer is approved- good examples- 1 Irving place and 15 e 26th street-- now on 15 e 26th street, one may think that govt backed loans dont matter bc the price point is so high, but now with frannie/freddie lending up to 729k and people taking helocs of 250k, mortgaging 1million at a low rate is possible, but not in these buildings..

they also will not lend in buildings that have more than 10% of the units owned by one owner, and buildings with less than 5 units, etc..
